Background Information

Project Server 2007 does not allow the Project Server administrator to delete an enterprise resource if the resource is currently assigned to one or more Resource Plans.  It does not matter whether the resource is actually assigned any planned Work in the Resource Plan.  Even if the resource is only a member of the Resource Plan team, with no Work assigned, the system still will not allow the Project Server administrator to delete the enterprise resource.  Therefore, the Project Server administrator must locate the Resource Plans in which the resource is a member of the Resource Plan team, and then remove the resource from the team.

Resolution

To locate the Resource Plans in which an enterprise resource is a member of the Resource Plan team, the Project Server administrator should complete the following steps to create a new Data Analysis view:

1.  Log into Project Web Access with administrator permissions.

2.  Click Server Settings - Manage Views.

3.  Click the New View button.

4.  Click the View Type pick list and select Data Analysis.

5.  Name the new View something like Resource Plan Work.

6.  Click the Cube pick list and select the MSP_Portfolio_Analyzer cube.

7.  In the View Options section, select the PivotTable Only option.

8.  Click anywhere in the PivotTable and then drag the following Total Fields and Dimensions into the following drop areas:

    Resource List                    Row Fields drop area

    Project List                       Row Fields drop area (to the right of the Resource List dimension)

    Resource Plan Work         Total Fields drop area

9.  In the Security Categories section, add the My Organization category to the list on the right.

10.  Click the Save button.

Next, the Project Server administrator should navigate to the Data Analysis page and select the new Resource Plan Work view.  Expand the name of the first resource you need to delete.  In the list of projects to the right of the resource's name, you will see a list of all Proposals, Activity Plans, and enterprise projects in which the resource is a member of the project team OR a member of a Resource Plan team.  It will list Resource Plans even if the resource has NO Resource Plan Work hours assigned to him/her.  Jot down the names of the projects listed for the resource.  Repeat these steps for every resource you want to delete.

Finally, the Project Server administrator must navigate to the Resource Plan for every Proposal, Activity Plan, or enterprise project that is listed for each of the resources you want to delete.  On the Resource Plan page, remove the resource from the Resource Plan team and then publish the Resource Plan.  After completing all of these steps, you will be able to delete the resources in question.
